If there is a webamaster account, then yes, there will be 2 logins, one has administratror rights (you) and one has webmaster rights (clients) - possibly. Not knowing what your clients will do, need to do, want etc, makes it difficult to give an answer. You don't need to email anyone, just google some webhosts, look at what they offer, compare prices. then sign up online. If you want your clients to log into your site - a blog or shop, then its not a webmaster ftp account you need, it will be a script on the site - perl/php whatever to provide secure access.
